Role Purpose<\/strong><\/p>\n\n\n\n

The Accountant Officer is responsible for managing daily accounting functions, preparing financial statements, and ensuring that the institution\u2019s financial records are in full compliance with both internal policies and national accounting standards. You will provide the data-driven insights necessary for our leadership to make informed governance decisions.<\/p>\n\n\n\n

Key Responsibilities<\/strong><\/p>\n\n\n\n

  • Financial Record Keeping:<\/strong> Maintain the general ledger by recording daily financial transactions, ensuring accuracy in coding and classification according to institutional standards.<\/li>\n\n\n\n
  • Financial Reporting:<\/strong> Prepare monthly, quarterly, and annual financial statements, including balance sheets, profit and loss statements, and cash flow reports.<\/li>\n\n\n\n
  • Tax Compliance:<\/strong> Prepare and file monthly tax declarations (including Salary Tax, Withholding Tax, and Value Added Tax) in accordance with the Law on Taxation.<\/li>\n\n\n\n
  • Reconciliation:<\/strong> Perform monthly bank reconciliations and inter-branch account reconciliations to ensure all balances are accurate and discrepancies are resolved.<\/li>\n\n\n\n
  • Budget Monitoring:<\/strong> Assist in the preparation of annual budgets and monitor departmental spending against approved limits, reporting significant variances to management.<\/li>\n\n\n\n
  • Asset Management:<\/strong> Maintain and update the Fixed Asset Register, ensuring correct depreciation calculations and conducting periodic physical asset audits.<\/li>\n\n\n\n
  • Audit Coordination:<\/strong> Prepare necessary schedules and documentation for internal and external audits, ensuring a smooth and transparent audit process.<\/li>\n\n\n\n
  • Payroll Administration:<\/strong> Assist in the accurate calculation of staff salaries, benefits, and seniority payments in compliance with labor laws.<\/li>\n<\/ul>\n\n\n\n

    Required Qualifications & Skills<\/strong><\/p>\n\n\n\n

    • Education:<\/strong> Bachelor\u2019s degree in Accounting, Finance, or a related field. Professional certification (such as CAT or part-qualified ACCA) is highly preferred.<\/li>\n\n\n\n
    • Experience:<\/strong> Minimum of 2\u20133 years of professional accounting experience, ideally within the banking or microfinance industry.<\/li>\n\n\n\n
    • Technical Knowledge:<\/strong> Deep understanding of Cambodian International Financial Reporting Standards (CIFRS) for SMEs and local tax regulations.<\/li>\n\n\n\n
    • Software Proficiency:<\/strong> Advanced skills in Microsoft Excel and experience using professional accounting software or Core Banking Systems (CBS).<\/li>\n\n\n\n
    • Analytical Thinking:<\/strong> Strong ability to analyze complex financial data and identify trends or irregularities.<\/li>\n\n\n\n
