As a key member of our management team, the Accounting Manager ensures the integrity of our financial data, oversees the accuracy of our reporting, and maintains strict compliance with national regulations and internal governance standards. Role Purpose

The Accounting Manager is responsible for overseeing the daily operations of the accounting department, managing staff, and ensuring that the institution’s financial reporting is timely, accurate, and compliant with Cambodian International Financial Reporting Standards (CIFRS). You will serve as a primary advisor to senior leadership on financial health, tax strategy, and internal controls.

Key Responsibilities

  • Departmental Leadership: Manage and mentor the accounting team, overseeing daily workflows to ensure productivity, accuracy, and professional development within the department.
  • Financial Reporting & Analysis: Direct the preparation of monthly, quarterly, and annual financial statements. Provide detailed analysis of variances and financial trends to the Board of Directors and Chairwoman.
  • Regulatory Compliance: Ensure all financial practices comply with the National Bank of Cambodia (NBC) regulations, the Ministry of Economy and Finance, and the General Department of Taxation (GDT).
  • Tax Strategy & Management: Oversee the accurate and timely filing of all tax returns. Act as the primary point of contact for tax audits and ensure the institution optimizes its tax position within legal frameworks.
  • Internal Controls & Audit: Develop and maintain robust internal control systems to safeguard institutional assets. Coordinate with internal and external auditors to ensure clean audit opinions.
  • Budgetary Oversight: Lead the annual budgeting process, collaborating with the Credit and Operations departments to align financial resources with institutional goals.
  • System Optimization: Oversee the maintenance and enhancement of the Core Banking System (CBS) and accounting software to improve financial data automation and reporting efficiency.
  • Cash Flow Management: Monitor and manage the institution’s liquidity and cash flow requirements, ensuring adequate funding for loan disbursements and operational needs.

Required Qualifications & Skills

  • Education: Master’s degree in Accounting, Finance, or a related field. CPA or ACCA qualification is highly preferred.
  • Experience: Minimum of 5–7 years of progressive accounting experience, with at least 3 years in a managerial or supervisory role within the banking or microfinance sector.
  • Expertise: Comprehensive knowledge of CIFRS for SMEs, Cambodian Tax Law, and NBC prudential regulations.
  • Strategic Thinking: Ability to interpret complex financial data to provide actionable insights for institutional growth.
  • Leadership Skills: Proven ability to lead a team, foster a collaborative environment, and manage high-pressure deadlines.
  • Integrity & Professionalism: Unwavering ethical standards, consistent with our institutional commitment to transparency and ESG standards.
  • Technical Proficiency: Advanced expertise in Microsoft Excel and deep experience with large-scale Core Banking Systems and accounting ERPs.
  • Communication: Excellent command of Khmer and English, both written and verbal, for reporting and high-level negotiations.
