This executive position is responsible for the strategic oversight of our entire lending portfolio and the management of the Credit Department. Role Purpose

The Chief of Credit Officer provides strategic direction for all credit-related activities. This includes the development of credit policies, the oversight of loan approval processes, and the proactive management of credit risk. The CCO plays a critical role in balancing institutional profitability with the ethical application of our 5Cs and 4Rs frameworks, ensuring that our lending practices support the long-term rehabilitation and success of our clients.


Key Responsibilities

  • Strategic Leadership: Develop and implement the institution’s overarching credit strategy and annual lending targets in alignment with the Board’s vision and market conditions.
  • Policy Governance: Design, review, and update the Credit Analysis Operations Manual and institutional credit policies to ensure compliance with NBC regulations and ESG standards.
  • Credit Risk Management: Oversee the institutional risk appetite. Develop frameworks to identify, measure, and mitigate credit risk across all branches and loan products.
  • Approval Authority: Act as a key member of the Credit Committee, providing final approval or recommendations for high-level loan applications and complex credit structures.
  • Portfolio Oversight: Monitor the health of the total loan portfolio. Analyze trends in Portfolio at Risk (PAR) and implement institutional strategies for debt recovery and write-offs (WO).
  • Staff Development: Lead the training and professional growth of the credit team. Ensure that all loan officers and managers are proficient in technical appraisal and ethical lending.
  • Framework Implementation: Ensure the disciplined application of the 5Cs (Character, Capacity, Capital, Collateral, Conditions) in appraisals and the 4Rs (Re-payment, Rehabilitation, Re-scheduling, Re-phasing) in portfolio management.
  • Stakeholder Reporting: Provide comprehensive reports to the Board of Directors and the Chairman regarding credit performance, risk exposure, and market opportunities.

Required Qualifications & Skills

  • Education: Master’s degree in Banking, Finance, Economics, or Business Administration.
  • Experience: Minimum of 10 years of experience in credit management within the banking or microfinance industry, with at least 5 years in a senior executive or leadership role.
  • Expertise: Mastery of credit risk modeling, financial analysis, and the regulatory landscape of the Cambodian financial sector.
  • Strategic Mindset: Proven ability to design long-term strategies that drive institutional growth while safeguarding assets.
  • Ethical Leadership: A strong commitment to governance, transparency, and the integration of ESG standards into credit operations.
  • Communication: Exceptional command of Khmer and English, with the ability to represent the institution at a high level to regulators and shareholders.
  • Analytical Excellence: Highly advanced skills in financial modeling and the interpretation of complex economic data.
